WOMEN-CZECH REPUBLIC: East European Women Forced Into Prostitution.
DUBI, Czech Republic, Apr 8 1998 (IPS) – Along the busy E-55 highway, up by the German border here, travellers are treated to an up close view of what has become central Europe’s largest sex bazaar.
“Prostitution is the biggest problem our town faces,” says Dubi mayor Ilona Smitkova. “They’ve ruined the quality of life in this town. Just after the revolution, when the borders opened, the problem of these girls really took off. Maybe it existed before, but it wasn’t as visible as it is today.”
In the eight years since the fall of Prague’s communist regime, prostitution has mushroomed in the Czech Republic. Hundreds of brothels have sprung up on the Czech border with Germany and to a lesser extent Austria to serve “sex tourists” from abroad.
Although there are no reliable figures on the number of prostitutes working in the country, estimates range from perhaps 5,000 to 20,000, with many of the women hailing from poorer countries farther east — and many of them come her unwillingly.
Last October, Czech police raided brothels in Dubi and other nearby cities and found dozens of women who had been forced into working in the sex industry by a Bulgarian gang. The women, mostly from Bulgaria, had been beaten, raped and branded with irons. They were kept locked up when not servicing customers.
The main street, a strip of once dilapidated buildings along the highway climbing to the German border at the top of the hill, is lined with spruced-up bars and clubs sporting names such as ‘Love Story’, ‘Libido Club’ and ‘Striptease’.
More than 1,300 different women were picked up by local police for prostitution last year in Dubi — a town of just 7,500 inhabitants — and officials estimate that 200-300 women work as prostitutes here at any given time.
In the afternoon and evening hours, scores of cars with German licence plates cruise the streets with stereos blaring, the men behind the wheels ogling the women and stopping occasionally to negotiate a price.
“Our children see this every day. It deforms them, it changes their relation to sexuality,” says Dubi’s local police chief, Jan Ryska. “The children get the idea that love is something that is offered on the street for sale.”
A few miles away, at the orphanage in the nearby city of Teplice, some of the more tragic fruits of the women’s labour can be seen, albeit less publicly. Their abandoned children lie in cribs and cradles awaiting adoption, with a new baby arriving on average about once a week.
While the children’s fate these days is better than a few years ago, when political problems delayed for years adoptions of children born to foreigners — as many of the prostitutes are — they still must wait two months until the mother signs papers giving up claim to the child, or six months if the mother fails to show up.
“I guess the girls are willing to do it without protection,” orphanage director Jirina Rajtrova sighs, cradling a two-month old baby boy born to one of the prostitutes. “We often have children who are premature, who have signs of withdrawal from the drugs their mothers are using, and who have symptoms of hepatitis and syphilis.”
Indeed, infection rates for syphilis and gonorrhea are growing by some 100 percent annually in Dubi and Teplice, and stand at nearly five times the national average, local health officials say.
While HIV has not yet afflicted the women en masse, at least one area prostitute is infected with the virus. And Ryska says that many of the women picked up by police have needle tracks from intravenous drug use, and estimates that perhaps half of them are using some sort of illegal drugs.
Dubi authorities have long sought to rein in prostitution, but to little avail. Two municipal ordinances were spurned by national authorities as too draconian.
Then finally in December, 1996, a municipal decree banning solicitation in the built-up areas of town was passed and remains in effect, although Smitkova acknowledges that police lack the resources to really keep the problem under control.
While the prostitutes no longer stand directly in front of City Hall, for example, there is a strip joint across the street. And the prostitutes generally step back inside the main street brothels when a police patrol comes by, but emerge again as soon as the coast is clear.
Furthermore, while the town can issue fines of up to 30,000 crowns (880 dollar) for violators of the decree, the women usually have no money on them when they are picked up.
